The founder of Telegram holds citizenship in Russia, France, Saint Kitts and Nevis, and the United Arab Emirates
On August 25, according to Reuters, Telegram founder and CEO Pavel Durov became a French citizen in August 2021. He moved Telegram to Dubai in 2017, and according to French media reports, he also obtained the citizenship of the United Arab Emirates, in addition to being a citizen of the twin island country of St. Kitts and Nevis in the Caribbean.
