Businesses can make very fine-grained choices about how much control they retain and give users, but whatever rules they choose, those are the rules. Everything is on-chain, transparent, and auditable by third parties. Vitalik adds: You can create a system where users know they can send transactions on L2 when needed, and the sorter can limit but not censor. As an ecosystem, we need to be careful to ensure that a lot of financial activity takes place in a completely open environment, and that there are enough tools available for users to understand the properties of their on-chain environment.
