The Trump administration plans to rename the US Agency for International Development (USAID) as the US International Humanitarian Aid Agency (IHA) and place it directly under the secretary of state, according to a memo circulating among State Department staff. The document, first reported by Politico, mentions that the agency will "utilize blockchain technology" in its procurement processes as part of the restructuring.
"All distributions will also be secured and tracked through blockchain technology to substantially improve security, transparency and traceability," the memo reads. "This approach will encourage innovation and efficiency by implementing partners and allow for more flexible and responsive project design that focuses on practical impact, rather than just completing activities and inputs." The memo does not specify what this means - for example, whether it includes cash transfers using some kind of cryptocurrency or stablecoin, or simply using a blockchain ledger to track aid disbursements.
