According to intelligence reports, the Commercial Crime Division of the Hong Kong Police arrested 31 people, aged between 20 and 34, in two industrial buildings in Kowloon Bay last week. Some of them reported that students and unemployed people were involved in the same fraud syndicate and seized their preset "scripts".
